Proposed Accommodation Providers By-Law Amendment

The Town of Churchill's Accommodation Providers By-law is in need of a revision and update.
As our community grows, and more accommodation providers are being established, it's been determined that the current by-law is no longer meeting the needs of the community.

At the Regular Council Meeting on November 20th, 2025, Council gave first reading to By-Law No. 821-2025 - Accommodation Providers By-Law. This is an Amendment of the current Accommodation Providers By-Law No. 784-2018
 
Notable proposed changes:
  • Section 3 – Expectations for compliance with all property-related by-laws and financial remittances to the Town.
    • Add 3.4 – Outlining the expectations for operators to comply with all Town by-laws.
    • Add 3.5 – Outlining the expectation that operators remain in good-standing on all financial remittances to the Town.
  • Section 4 – Detailed Expectations and Limitations
    • For all providers (4.2, 4.4, 4.6) – Post the valid licence and the newly proposed "recognized accommodation” identifier in a conspicuous place for guests to see.
      "Recognized Accommodation” Identifier information will be widely circulated to residents and visitors. Licensed accommodations can also use this identifier in advertising.
    • For Short-term Rentals:
      •  4.5 – Added a limit of one (1) short-term rental per operator
      •  4.6 – Added a limit of five (5) rooms to be used for sleeping
  • Section 5 – Other Regulations
    • Added 5.5 – Prohibiting the use of temporary accommodations, such as tents and RVs, under the license.
  • Section 9
    • Added the appropriate wording as required by legislation to conduct effective enforcement of the by-law. This allows us to administer fines under the Administrative Penalty Scheme By-Law.
  • Schedule "A” -- New fee structure for licences
    • The new licence will be a stand-alone licence, separate from the Business Licence.
      • Separates by accommodation type
      • Fee is scaled, based on number of rooms available for rent
      • Annual licence renewals (with inspection), no multi-year licences.
  • Throughout
    • Housekeeping items – grammar and spelling corrections.
    • Title changes – updated Executive Director to Chief Administrative Officer, Municipal Support Officer to Administration Support Assistant.
    • Renumbering as needed for additions
