EQUIPMENT RENTAL
All departments are advised that the Town of Churchill equipment and/or possessions are not to be loaned or rented to the general public without prior authorization from the Public Works Manager, the Complex Building Manager or the Chief Administrative Officer.
- The Town of Churchill equipment will only be rented in cases of emergency or where no other local source is available.
- No Town of Churchill equipment will be rented out without an approved Town operator. The Public Works Manager will determine who is an approved operator.
- Small tools will be let out on a rental/replacement basis.
- A work order will be made up for all employee equipment rentals and the employee is required to pay all required fees, at the administration office, prior to the commencement of any rental.
- Employees will be limited to four (4) opportunities per employee per calendar year in which to rent Town equipment at a reduced rate. See attached list for equipment rental rates.
- No employee shall be permitted to rent and utilize any property of The Town of Churchill, on a discounted basis, if the rental is for personal gain.
- No employee shall rent equipment from The Town of Churchill or provide service on behalf of any member of the public including the employee’s family friends or acquaintances.

Water Meter Replacement
Property owner and/or rate payers will be charged the cost of repair or replacement of water meters if it has been determined that repair or replacement results from misuse or negligence by the property owner and/or rate payer.
Water Spill Installation
The Utility system of The Town of Churchill must generate sufficient revenue annually to cover all operating costs. The only revenue received is from the quarterly water billings. Therefore, it is important that the following steps are adhered to:
1. The Water meters are to be read on a quarterly basis and that the readings are accurate.
2. Any homeowner wanting a spill installed on their water line must first obtain permission from the Public Works Department. They will investigate the problem and if deemed necessary, will install the spill.
3. Once the spill has been installed, it will be entered on an authorization form indicating the particulars. A copy of the completed form will be taken to the Town Administration Office so that the appropriate adjustment will be made to the homeowners utility account.
4. Water spills will not be re-installed if an effort is not made by the property owner to correct the problem.
5. Repairs to the water lines are to be completed by September 15th. All spills to be authorized and set at one gallon per minute. The property owner is responsible for payment for water consumption over and above the set level of spill.
6. Heat cables or Aqua Flow units are the responsibility of the homeowner.
Water Supply Connection/Disconnection For Homeowners
When a request has been made to reconnect or disconnect the water supply to a property, the Public Works Department will receive the request. They in turn will read the meter and then inform the Town of Churchill Administration Office that a request has been made, who may the request and the opening or closing water meter reading. The office will enter this reading in the register with the appropriate reading.
The Public Works Department will also charge the appropriate fee in accordance with By-Law 662/97.
